The Ref is only reffing half the breakdown - he's being incredibly harsh on not rolling away but not looking holding on at all. Cole and Marler both had two great jackles then but got zero reward, ref just allowed the Italian player to hold on until support arrived.

Imo, that is the correct way to ref it. Maybe not strictly by the laws - although I would argue the man in possession has the right to place it and a moment to do so (not by law perhaps, but by customs) regardless of someone else trying to hold it - but if you want to see running rugby, then you need to punish sneaky attempts to slow the ball down stringently and give the attack every chance to keep the ball. Elsewise, we go back to when the game was best played without the ball, and I don't think anyone wants that.

He's been far from the only ref I've seen playing it this way tbh, annoying when its your jackal over the ball but it's the right call.
