My first instinct is that players, especially young developing players are going to break the rules on the sly to get an edge!
It reminds me of a story a looooong time ago, when I worked with Ben Warburton, who was describing how psychotic Sam was as a younger player.
On Xmas day morning Sam convinced Ben to go to the gym because he heard Ritchie Mccaw trained on Xmas day when everyone else was resting, just after dinner Sam seemed to vanish, when his parents asked Ben he let them know he popped to the gym, because if Mccaw trained on Xmas day he wanted to train twice. Later in the evening Sam went missing again, Ben called him to see where he was, and he explained he was at the gym, just in case Mccaw got bored and put in another session...
Young players may not all be psychotic like that, but they will replace the things they are not allowed to do, with things they are.
