In the current World Cup, top 3 of each group are qualified to the next World Cup.
There are 8 losers (4th and 5th) of the World Cup.
I think that it is a good idea to have a brute competition by the 8 loser countries in the next year of the World Cup.
What do you think?

Umm ya no kidding.

Really, I see the whole automatically qualifying as 3rd place doesn't really mean all that much. A good rugby nation should always qualify.
I think maybe in your attention seeking, brain farting way, you are suggesting that maybe anther competition occur to the lesser nations can achieve something without having to get massacred by the All Blacks.
With that I agree. I think that even maybe it's something they should look at adding to the world cup. It costs a lot but really it makes sense. The individual and clubs already fork out quite a bit for these players to be there during this time. Why not have a little shield or plate tournament and make the most of it? Think of it, Argentina and Samoa fighting for the Plate final as opposed to Argentina and Samoa going home early again to wait another 4 years.

I think the Pools should have the winner has a bye and 2nd place in pool A for example plays 3rd place in Pool B, so 12/20 teams advance from Pool stages instead of only 8. then the winner of 2nd/3rd plays the Pool winner in a quarter final, then you have semi/ final as normal. It makes 4 more games and gives the minor nations something to play for.

Or you can make more teams and the Pools smaller, like the football world cup? But that will involved a lot of money and not many teams are that good or skilled to even play in a RWC, Football has more skilled countries.

Finishing third also provides a chunk of IRB cash, which is what Crowley is really looking forward to should Canada finish third.
