For example, Tommy Seymour getting called up to Scotland or Mako Vunipola for England. Are they locked in as soon as they're named to the 32 man squad? Or do they have to be in a match-day 23, or actually take the field?

I believe they have to be capped. That's based on the Shingler craic from last year.

Take the field.

On a slight tangent: Has there ever been a player named on the bench, not used, and then gone on to represent a different nation?

It depends who has the most expensive lawyers.

supposedly its either A-level or sevens to lock them in. Uness it goes against their human rights and right to choose. Or something.

Unless I am reading it wrong:
He is selected for such team to play in an International Match against
the senior fifteen-a-side National Representative Team or the next
senior fifteen-a-side National Representative Team of another Union
(or in a fifteen-a-side international Match against another Union's
senior or next senior Touring Squad during an IRB approved
International Tour) and is present at the Match played by that team
either as a replacement, substitute or a playing member of that team
and has, at the time of the Match, reached the age of majority

I interpret it as just sitting on the bench. I could very well be mistaken.

You are reading it right.

If a player is selected for the matchday 22/23, and is on the list at the moment of kick-off, then regardless of whether or not he gets on the field, his eligibility is captured.

Thanks Cooky. I had a feeling it was something like that.
Faletau was on the bench v Fiji in 2010 but didn't get capped until six months later. Some were saying that Tonga would try and get him, but I was fairly confident my interpretation was indeed accurate.

Take the field.

In a Test for which the Union hands out caps... If it's a match against a Barbarians team (I think only Wales last year awarded caps for the Baabaas match) or a club team for instance, it doesn't count.

If that was true, Sykes would not be eligible for Ireland eventually (when he moved to Leinster last year) after being on the bench against the Lions.

Yeah, I was going to bring that up. It would have been very interesting.

Doesn't count because the Lions aren't an actual national team.

8.3 For the purposes of this Regulation, a Player is deemed to have played for the senior fifteen-a-side National Representative Team or the next senior
fifteen-a-side National Representative Team of a Union if:
(a) He is selected for such team to play in an International Match against
the senior fifteen-a-side National Representative Team or the next
senior fifteen-a-side National Representative Team of another Union
(or in a fifteen-a-side international Match against another Union's
senior or next senior Touring Squad during an IRB approved
International Tour) and is present at the Match played by that team
either as a replacement, substitute or a playing member of that team
and has, at the time of the Match, reached the age of majority; or

Unless I read that wrong, it has to be national team vs national team, which the Lions are not. The national team vs national team stipulation is why Hanno Dirksen can play for Wales despite having played for the US previously.

My question is when did it change?? and what about someone with Dual-residency??

Like Hansie Cronje... He played international cricket for both Ireland and South Africa.

Or Tiaan Strauss, played for both Australia and South Africa...

They used to have a stand-down period before you could play for another country but got rid of that I believe some time around 2001 or 2002. Not 100% sure on the exact dates but that's the general time period.
