Top 14 to have 7's league, Women's league and 3rd pro league.

According to Mortimer (who says the Le Equipe says)

That the LNR plan to have introduced over the next 3 years
1) Launch of a pro 7's circuit involving all Top 14 sides
2) All top 14 teams to have a Women's side
3) 3rd professional league

The 3rd league will have clubs from Fed1 and the LNR will introduce 28million into the project 4million over the next 7 seasons.

7's will be a World Series style with 7 cities hosting a tournament in the season.

Wonder with the Olympics if the RFU might follow suit.

I mean the 7's could be a summer thing and subsidies from the RFU might entice some, esp with it being a Olympic sport.

Womens XV would be harder but a few teams have them already. Tigers could merge with Litchfield.

3rd league not sure about ATM the championship needs more investment instead.
 
your third point is not quite correct,Fed 1 is already pro/semi pro, depends on the individual clubs and their finances, they are going to create a developement league which consists of the best of Fed 1 (3rd Div) with the intention of a wild card which will give certain teams access to the Pro D2( with of ourse relegation possible the following season), i think in general the idea is to create more competitive rugby in the lower divisions to accomandate the French youngsters, who are getting little chance in the TOP 14 ( obvious reasons) but the rest you are moreorless spot on.
 
Was just copying Mortimer's wording but that makes more sense I think The PRL would be better of funding a full A league.

Some bold moves here by LNR and reforms ahead for the clubs which are going to push the club game forward.

Many players in Federale (3rd division) have been sitting on the fence as half-pro half-amateur so this is great encouragement.

Contrast this with the complete immobilism of FFR stuck in its own quagmire with not one single reform introduced since the WC.

More good for the clubs. More bad for the national team.
