For example the French haven't won one, yet some seem to often see the All Blacks as an easy target due to beating them twice. It is I guess, their only really significant achievement on the World Cup scene and is often deemed as a qualification to know more, be wiser and generally lord themselves over New Zealanders. I guess it makes them feel somewhat better.
