Someone posted this on the RWC 2011 Official game page:

1) Passing - if you miss a player, the ball goes half way across the field. The animations are pretty bad too.
2) Offloading - its just pretty bad really. Not realistic at all. Not even close.
3) Set plays - very very simple. Haven't changed. Also, when you select most of the set plays, the defense arrange themselves with a 15 metre gap to just run through.
4) Sidestep, hand off, shoulder charge - it's easy to sidestep backs with props, you can charge through back rowers with a fly half
5) Up and under - way to easy, just kick and press X a few times and you'll get it back every time.
6) Goal kicking - flight of the ball, motion of the players, completely unrealistic.
7) Scrums - way too simple. All you can do is push in a straight line or rotate them in a perfect circle at the start of the scrum.
8) Line outs - way too simple. Throwing to the back doesn't work 50% of the time even if you have the timing perfect.
9) Scoring a try - the entire opposition team chases you and your own team follows you so you end up with 30 players in the goal area every time you score.
10) View - when players get to the far side of the pitch it's kind of hard to see what's happening, especially with lots of players around. There's lots more. I'm just being lazy."
There's plenty more and the thing is, all those flaws were in Rugby 06 and Rugby 08. What exactly were they doing over the last year, let alone the last 5 or 6 since 06 came out?
