Boss Davies said: "It was a fabulous performance by Lee in Cardiff. He is a world-class sevens player, he's got that ability to beat players.
"He is very quick, he understands the game very well and he's one of those players that can play in a number of positions. He showed what a great talent he is."
Davies added: "The boys can take a lot of confidence out of Wednesday and we have to put in a big performance again against Ulster."
Tight-head prop Declan Fitzpatrick gets his first Ulster start of the season as BJ Botha is sidelined with a neck injury.
The Irish side managed a 16-16 draw in Llanelli when the sides met in the Heineken Cup in December.
"We were unfortunate to only come away with a draw and it would be nice to beat a Welsh team in Wales," said Williams.
Stephen Ferris is not included as a precaution ahead of the British and Irish Lions tour to South Africa.
Williams added: "The Scarlets have to play three games in a week so we should be nice and strong going over there."
