it seems that the All Blacks have assigned their junior team as their second team, and according to the list on the World Rugby site it has been that way since at least 2013.

The Junior All Blacks are the NZ A team. They are not an age grade team. The NZ U20s are called the Baby Blacks.

Oh, I didn't know that. Who do they usually play against? I tried to look it up but all I could find were results from around 2009. Do they not play frequently?

That sounds about right. Last time the Junior All Blacks played was in the 2009 Pacific Nations Cup.
