It is to happen in 2013. This is when bids will be welcomed by the IRB and depending on who bids the IRB will decide to either have a vote or to decide on its own like it did for 2015 or 2019. The latter of the two options is what is highly likely to eventuate. i.e. RWC ltd will recommend country X to host and the IRB will then rubber-stamp the decision or say no. England won 2015 rights by a margin of 16-10. No word on who said yes and who said no.
The date of the official announcement remains yet to be confirmed. Again, it will depend on what RWC Ltd decide. The issue is that the IRB decides but the unions who vote are the First Tier + regions. Argentina and Italy only get one vote each but Scotland get two,.Clerarly its a poor system and is not democratic at all.
Ireland.... no official bid but the union has said it is considering.
Scotland...Interested in hosting. Nothing offical yet but likely to go together with Ireland.
Italy... Going to bid again. This was said at the time of England and Japan winning rights for 2015 and 2019. The bid is likely to be different to that of 2015 as Italy were to use ten stadiums, one of wehich ebing Marseilles in France.
South Africa.... Nothing official but the union is considering.
Brazil.... confirmed to be interested in bidding. Will all but certainly not go ahead with a bid. Its really about getting attention ahead of the Rio Olympics.
Argentina... very strong suggestions that a bid will happen. See
here. AgustÃn Pichot recently was appointed as the UAR´s representative on the IRB council.
USA.... has been asked by the IRB to bid. No official word on whether or not it will actually bid though.
Russia... officially interested and will bid.
Well.. Argentina is the one who should host it. I am not campaigning for nothing! I also firmly believe it is the best way forward for out sport and that no other alterntaive has the complete package like the South American country. See the site
