Looks like a very good plan imo. Seeing as recreational use gives no advantage to the player, a ban seems stupid. And all the people who talk of rugby players as role models are appeased as well, because 1st time positive testing is not going to be disclosed to the public anyway.

To be honest this is what should have been installed in the first place. The player gets a chance to rectify his problem behind close door's and then if he fails then the media is unleashed. Wonder how this would have affected Stevens.
