Port Elizabeth has been chosen by SARU to be the host of the South African Sevens Series leg for the next 4 years, taking over from George whom I think had it for a similair amount of time.
It was not confirmed in the article I read, but they will most likely being using the new Nelson Mandela Bay Stadium, which was used for the 2010 FIFA World Cup. Its capacity is just shy of 50 000, making it one of the biggest stadiums to be used on the circuit (Im not sure how big the NZ one is?) Given the lack of top-flight rugby in the region, and that over 40 000 people turned up for the Eastern Province Kings promotion play-off match last year, we could well see crowds certainly over 20 000 (for each day of course), but imo there will probably be an excess of 30 000, depending on how well it is marketed and the form of the Bliztbokke.
