I dont know if there has been other threads like this but has Japan, Fiji, Samoa and others been licensed?

Sidhe said there is more International Licences to be announced.
But samoa is confirmed to be not licenced i believe

I think the only licensed pacific team is Tonga. Fiji and samoa are possibly unlicensed.

(im not quite sure whats the difference with licensing and non licensing)
