Norway: After huge work to developp the "NM15s-ligaen", Turneringsutvalg worked this autumn on creating a competition for smaller senior men clubs as part of the development plan of Norwegian rugby: the "1. Divisjon" is born. NM15s will remain the elite competition for seniors. -

"It is a great news for Norwegian rugby that we have been able to set up this second senior level", said Bouchet, head of the NRF Turneringsutvalg, "we also have launched a new competition for the senior women, and are working to better coordinate junior activity."
The new senior men competition have been launched after 2 months of discussions and negociations, but NRF, Turneringsutvalg and Clubs finally came to an agreement.
Next task for the turneringsutvalg will be to coordinate the junior competitions, and again clubs participation into the debate will be essential.
The qualification rounds of the "1. Divisjon" will be done locally. 4 local leagues have been created:
Regional qualification rounds will be played on a series format. Each team will be earning points after each tournament, team ranked on the top position after all stages being crowned champion of its region.
Regional champions will meet on the 8th of October 2011 (place to be determined) to crown the Division 1 champion.

- Trøndelag ligaen: Sunnmøre RK, Trondheim RK/NTNUi, Verdal RK, Fosen RK
- Hordaland ligaen: Bergenhus RK, Fana RK
- Rogaland ligaen: Haugaland RK, Stavanger RK (B-team), Revheim RK/Stavanger RK Old Boys/ISS Vikings Selection, Flekkefjord RK
- Oslofjord ligaen: Tønsberg RK/Horten RK, UMBI Rugby, Blindern RK (B-team), Fredrikstad RK, Oslo RK (B-team/Wild Geese)
