Are referees still supposed to be watching out for latching - players binding to the ball carrier and not retaining their feet when the ball carrier is tackled?

It doesn't seem so. Internationals in the last while have had a lot of this, particularly from the French, for example. And the chiefs last night in super rugby did it all the time. Refs didn't care.
 
They're pretty strict on it in the Prem, but yeah do seem a lot laxer in the Six Nations - don't know if maybe the Prem is a trial of stricter interpretations or something? Like how we had the high tackle flowchart first etc
 
seems like something that is so easy to ref, just call out as soon as you see that separate and people will start taking more care
 
It used to be that it was the openside flanker i.e Neil Back that emerged from a rolling maul having scored the try. Now its usually the hooker. Hookers score so many tries these days. When did this switch and why?
 
Hookers throw into the lineout, so at the last forward to attach
