    I like to think that by 2019, there will 24 teams that will be able to compete at that level. I don't generally like 24 team tournaments though, because it can encourage running up the score more.

    USA vs Tonga in 2012 We were 8 points up at the half, and only a breakaway try in the last few minutes prevented it from being within dropgoal range of victory.

    Beaxuis and Skrela are both pretty old though. Plus, Skrela's been battling injury since the World Cup. Beauxis, however, is indeed just not good. The Six Nations 2012 game versus England springs to mind.

    I think a good benchmark is how the Tour did not reallocate all of Armstrong's victories because you had to go down to 27th place to find anyone who hadn't had a doping violation.

    Take away Challenge Cup spots for the newly promoted teams from England and France. They should focus on staying up in the league. A little profit sharing of tv revenues so they're not completely out in the cold. 1 spot to the top Portuguese team, 1 to the top Georgian team, and 1 team for Russia.
