Rugby rules should be a bit simplified because it's hard to understand it and keep it all in your head when you watch a match (if you never played rugby)

Scrums should be massively de-powered and used solely as a way to restart the game
The second the ball is available at the back it should be used regardless of what is happening up front, if you don't use it then the opposition gets a free kick

A British and Irish league is rugby's best chance going forward. Push the Italians into the French league, and get South Africa to form their own competition, which is an area which should have a high ceiling.
