If the ball is in the ruck, it can't be handled. You certainly can't take it out of the ruck when you're lying in the middle of it.

Only thing I can think of is that the ref was treating it as a maul.

As far as I can tell the ball was over the try line but not grounded. The French player just put his hands through and grounded the ball where it was
